State mobilization ended at 2400, 8/29. All Type 1 crews released. Emergency Levels 1 and 2 remain in effect but a meeting is scheduled today to determine future levels. Fire officials are working with the county road department to assess repair work needed on the Fisher Hill Road in preparation of opening. The Red Cross information site closes at 1800 today. Planning for transition of fire management back to the local jurisdiction on 9/1 ongoing.

Evacuation Levels 3 and 2 lowered to Levels 2 and 1, respectively. Road closures have
been lifted on all roads with the exception of one road interior to the fire. Lines have been secured and significant progress towards meeting mop up standards has occurred in all Divisions. State mobilization will end today; several State mobilization resources were released today with the remainder scheduled for demobilization tomorrow morning. Type 1 crews scheduled for release tomorrow morning. All Type 1 helicopters have been released. A community meeting is scheduled for 1900 tonight in the town of Lyle.

A state mobilization is still in effect. An evacuation order was issued by the sheriff’s office for residences in the vicinity of the Canyon Rd. A level 2 evacuation order is in place for residences west of Canyon Road that are accessed from Canyon Road between the Silva Cutoff Road and Lyle Snowden Road. A level 2 evacuation order is also in place for residences between Highway 142, Centerville Highway and Dillacourt Canyon. A level 3 evacuation order is in place for residences between Canyon Road and Highway 142 approximately 1 mile north of Lyle and south of a line drawn from the Shady Lane Road to the mouth of Dilcourt Canyon. The following road closures are in effect: Highway 142 between MP 0.25 and MP 10; Fisher Hill road between the intersection of Hwy 142 and the Johnson Rd; and Canyon Rd between the Lyle-Snowden Rd and the Silva Cutoff Road.

Containment lines will be in place around fire at end of day shift although portions in the northwest portion of the fire need to be further secured. Mop up operations occurring in Divisions A, B, C. Hose lays will be in place on Divisions L and Q at end of day shift in preparation for beginning of mop up operations tomorrow.

Washington Team 2 assumed command of the complex at 0800 this morning after local forces were able to construct fireline on the west side of the fire. A state mobilization was declared. A Level 3 evacuation order was issued by the sheriff’s office for residences in the vicinity of the Canyon Rd. A level 2 evacuation order was issued for residences further west to the Lyle-Snowden Rd and east along the Centerville Hwy to Hartland Rd. One hay barn and two out-buildings were lost last night. Retardant and heavy helicopters were used yesterday and today to protect residences and slow the fire spread. The following road closures are in effect: Highway 142 was closed between mp .25 and mp 10; Fisher Hill Rd between the intersection of Hwy 142 and the Johnson Rd; and Canyon Rd between the Lyle-Snowden Rd and the Silva-cutoff.

Today the fire continues to push the northwest and northeast corners due to wind and topography, requiring retardant to slow growth. There was active fire behavior throughout the night. The grass fuels ignited easily, heavier fuels in the draws also consumed easily even with moderated temperatures and relative humidity.

Phoenix Let It Burn Fire

The South Central Oregon Fire Management Partnership (SCOFMP) Type 3 Team (Hunter) transitioned the fire to local NPS Type 3 Management (Wills). Significant fire growth occurred since prior report due to warmer weather and successful burn out along the Crater Lake National Park and Fremont-Winema National Forests boundary. Wet weather has entered the fire area and current fire growth is minimal.

The Phoenix Fire received .25 inches of precipitation on 8/30/2010. Since the end of the precipitation, activity has slowly increased with hotter and drier weather. The fire is beginning to show signs of growth and is actively burning in heavy fuels.

Fire activity and subsequent growth on August 26, 2010 resulted in a 20 acre slopover on the Fremont/Winema National Forests. In response to the slopover, additional resources were ordered for the operational period of August 27, 2010. Many of these resources will be released at the end of shift. [sic]

Note: The NPS (Crater Lake NP) does Let It Burn, but the USFS (Fremont-Winema NF) does not wish for the NPS to incinerate USFS forests. So just to be pills, the NPS allows their fire to burn onto the USFS, causing unwanted emergency expenses to the USFS. This kind of inter-agency bullying and middle finger waving is symptomatic of government gone haywire.

Although these fires have been burning for close to a month, today is the first day they have been reported by the National Interagency Fire Center.

No effort has been made to suppress these fires. Today a cold front is expected to generate strong winds, and these fire could blow up to mega proportions. Massive forest and watershed damage is occurring and is expected to increase enormously today.

Clearwater NF Forest Supervisor Rick Brazell is the government official responsible for causing this disaster.
